Enforcement or enforcement is a procedure in which a manager, with the help of a court or notary, enforces his or her claim. The subject of custody is the enforced property and the rights that can be enforced. The subject of enforcement may be custodial assets, wages, money on accounts, real estate, movable property, shares, shares in companies, except those property that is exempt from the law. Refoulement is not executed on income, remuneration and amounts that are exempted by the law and the enforcer may dispose of such funds freely. Enforcement proceedings are initiated on the basis of enforceable and credible documents. Communal fees and communal contributions represent an important tool for collecting public revenues of municipalities and cities as a unit of local self-government in the Republic of Croatia, and revenues from communal fees and communal contributions are the most fiscally incomings revenues of municipalities and cities. In the current Law on Local and Regional Self-Government, the issue of collecting communal fees is defined as work from the scope of municipalities and cities as a unit of local self-government in accordance with the Law on Communal Economy. The obligation to pay communal fees and communal contributions or the exemption from paying them is determined by a decision on communal fee or municipal contribution.
