Abstract
Tema ovog rada je depolitizacija u državnim službama. Dat je pregled osnovnih pojmova vezanih uz državnu službu, njeno ustrojstvo i poseban naglasak je na opisu djelokruga Ministarstva unutarnjih poslova. Državna uprava predstavlja jedno od strateški važnih područja Republike Hrvatske. Pouzdanost, otvorenost, transparentnost su prioriteti državne uprave, jer glavna relacija njenog djelovanja su građani. Samim time kroz djelovanje s građanima javljaju se i problemi vezani uz etičnost, korupciju i depolitizaciju, odnosno odmak od političkog djelovanja u službama koje služe svim građanima bez obzira na bilo koji diskriminatorni faktor pa tako i onaj politički.
Abstract (english)
The subject of this paper is depoliticisation of civil services. It gives an overview of basic terms connected with civil services and its structure, with a special emphasis on Ministry of the Interior and its administrative domain. State administration represents Croatian strategic field. Reliability, openness and transparency are the priorities of stateadministration for its main purpose are the citizens. Through working with citizens, problems of ethics, corruption and depoliticisation arise, i.e. detachment from politics in all services connected with citizens no matter the discriminatory factor, including the politics.
