Abstract
Upravljanje ljudskim potencijalima je novija znanstvena disciplina koja je nastala integracijom spoznaja niza drugih društvenih znanosti. U centru izučavanja se nalazi „čovjek“ čime je konačno prepoznata vrijednost ljudskog, kao temeljnog kapitala svake organizacije, u privatnom, ali i javnom sektoru. U radu će autorica nastojati od definiranja osnovnih pojmova strategije upravljanja ljudskim potencijalima, kroz razvoj koncepta strategije upravljanja ljudskim potencijalima dati prikaz osnovnih elemenata strategije upravljanja ljudskim potencijalima, te naposljetku i strateško upravljanje u javnoj upravi. Još uvijek se o ovoj temi uglavnom piše s ekonomskog aspekta ne upuštajući se u analize specifičnosti javnih organizacija koje su bitno drugačije od onih u poslovnom sektoru. Za Republiku Hrvatsku je izrazito bitno reformiranje i moderniziranje javne uprave jer će se jedino tako omogućiti daljnji razvoj suvremene, stabilne, pravne i socijalne države koja će vratiti građanima povjerenje u javnu upravu.
Abstract (english)
Human resource management is a newer scientific discipline that has emerged from the integration of knowledge of a range of other social sciences. The centre of study is "human", which finally recognizes the value of human, as the core capital of every organization, in both the private and public sectors. In this paper, the author will strive to define basic concepts of Human resource management strategy, through developing the concept of Human resource management strategy, give an overview of basic elements of Human resource management strategy, and finally strategic management in public administration. This topic is still largely written from an economic point of view, without going into analyzes of the specifics of public organizations that are significantly different from those in the business sector. For the Republic of Croatia, reforming and modernizing public administration is crucial, as it will only enable the further development of a modern, stable, rule of law and welfare state that will restore citizens' confidence in public administration.
