Abstract
Predmet rada su postupci i načini javne nabave. U radu se definira postupak i način javne nabave. Proučavanjem stručne literature, članaka, zakona i podataka sa interneta, primjenom metode i analize, raščlanjivanjem složenih pojmova na njihove jednostavnije sastavne dijelove i elemente definira se teorijski okvir javne nabave. Javna nabava je važan segment svakog gospodarstva koji prethodi sklapanju ugovora koji moraju provoditi oni koje je zakon nazvao obveznicima prava, odnosno to su oni koji troše javna sredstva i nalaze se u javnom sektoru. Posljedica javne nabave je trošenje proračunskih sredstava. Postupak javne nabave počinje donošenjem odluke o početku postupka javne nabave.
Abstract (english)
The subject of the paper is the procedure and manner of public procurement. This paper defines the procedure and manner of public procurement. By studying professional literature, articles, laws and data from the internet, applying the method and analysis, by analyzing complex concepts into their simpler components and elements, the theoretical framework of public procurement is defined. Public procurement is an important segment of any economy that precedes the conclusion of contracts that must be carried out by those who are called law by law-makers, that is, those who spend public funds and are in the public sector. The consequence of public procurement is the spending of budget resources. The public procurement procedure begins with the adoption of a decision on the beginning of the public procurement procedure.
