Abstract Menadžment označava skup aktivnosti u koje se ubrajaju planiranje, organiziranje, vođenje, kontroliranje te kojima se korištenjem, financijskih, materijalnih, informacijskih i ljudskih resursa djelotvorno i učinkovito ostvaruju ciljevi organizacije. Menadžment ljudskih potencijala odnosi se na politike, prakse i sustave koji utječu na ponašanje zaposlenika, njihove stavove i radnu uspješnost. Kvalitetan menadžment ljudskih potencijala povezan je s uspjehom svake organizacije na način da doprinosi zadovoljstvu zaposlenika i potrošača, inovaciji i produktivnosti. Javna uprava se definira kao tijelo koje je dobilo političke ovlasti i sredstva potrebna za zadovoljavanje općih interesa i čija je krajnja svrha promicanje općeg dobra. Pojam javne uprave nije ograničen samo na državnu upravu nego i na lokalnu i regionalnu samoupravu, javna poduzeća i organizacije te pravne osobe koje imaju javnu ovlast. Upravljanje ljudskim potencijalima unutar javne uprave tijekom vremena doživjelo je mnoge promjene. Tako se unutar svakog koncepta javne uprave ( predweberijanski, weberijanski, novi javni menadžment, dobra vladavina) javlja karakterističan model upravljanja ljudskim potencijalima. Početni politički zamijenio je administrativni, nakon njega javlja se menadžerski model a najnoviji integralni model upravljanja ljudskim potencijalima promiče demokratske, pravne, socijalne i ekonomske vrijednosti uz promicanje merit načela odnosno stručnog znanja i sposobnosti. U novije vrijeme javlja se pojam strategijsko upravljanje ljudskim potencijalima koje pridaje veliku važnost ljudima u stvaranju i primjeni poslovnih strategija pa se tako razvio strategijski menadžment ljudskih potencijala koji definira namjere organizacije o tome kako svoje poslovne ciljeve postići ljudima. Glavni cilj javne uprave je javni interes, stoga se upravljanje ljudskim potencijalima unutar javne uprave ne može izjednačiti s onim u privatnim organizacijama kojima je isključiv cilj ekonomska korist. U izradi ovog rada korištena je dokumentacijska metoda, a proučavala se stručna literatura koja govori o upravljanju ljudskim potencijalima (knjige, znanstveni radovi) te podaci i informacije s interneta.
Abstract (english) Management indicates a set of activities that include planning, organizing, managing and controlling by using the financial, material, informational and human resources which achieve the goals of the organization in efficient and effective way. Human resource management refers to the policies, practices and systems that influence the behavior of employees, their attitudes and work performance. Quality management of human resources is associated with the success of each organization in a way that contributes to the satisfaction of employees and consumers, innovation and productivity. Public administration is defined as a body that has gained political authority and resources necessary to satisfy the general interest and it's ultimate purpose is to promote the common good. The concept of public administration is not only limited to the public administration, but also to local and regional self-government, public enterprises and organizations and legal entities that have public authority. Human resources management within the public administration over time has undergone many changes. Thus, within each of the concept of public administration (preweberian, weberian, new public management, a good governance) occurs a distinctive model of human resource management. The initial political was replaced by administrative, after which reporting management model and the latest integral model of human resource management that emphasize a democratic, legal, social and economic values with the promotion of the merit principles or professional knowledge and ability. In more recent times appears the term of the strategic human resources management which attaches great importance to the people in the creation and implementation of business strategy that led to development of strategic human resources management defining the intent of the organization about how to achieve your business objectives by the people. The main objective of public administration is the public interest, therefore, the human resources management within the public administration cannot be equated with that of private organizations where the exclusive goal is economic benefit. In the making of this work was used a documentation method, professional literature about the management of human resources (books, research papers) and the data from the Internet.
