Citizens are in a subordinate position in relation to public administration bodies, and the realization of their rights and obligations, that is, legal protection, depends on the effectiveness and efficiency, first of all, of public law bodies and on making decisions within legal deadlines. The Institute for the Protection of Parties from the Silence of the Administration helps to ensure the equal position of the parties in the proceedings. In this case, it is about equality in relation to the time period in which the procedure takes place, and in this sense it is important to ensure that the public law bodies that deal with administrative matters respond to the requests of the parties quickly and with quality. Namely, the principle of procedural equality would be violated if a public law body resolved someone's requests efficiently, quickly and efficiently, while it would not act on the requests of others at all or would act beyond the prescribed deadlines. The actions of public law bodies are supervised by special administrative courts, which indicates the necessary connection between administrative proceedings and administrative disputes, and in assessing the reasonable term of the proceedings before the Administrative Court, the previous duration of the administrative proceedings is always taken into account, from the moment the legal remedy is declared to the first-instance decision. In the Republic of Croatia, through the influence of the practice of the Constitutional Court of the Republic of Croatia and the European Court of Human Rights, the legal regulation of the protection of the right to a trial within a reasonable time is changing. Taking into account the special nature of administrative proceedings in relation to other types of proceedings, it is important to know how to assess a reasonable period in administrative matters, i.e. it is important to take into account the fact that an administrative dispute is preceded by an administrative proceeding and due to their connection, the duration of the administrative proceedings is also included in the calculation of a reasonable period , after declaring the frog on the act of a public legal body.
