The history of the concept of juvenile responsibility has changed in light of social, humanitarian, and legal characteristics. Since the 19th century, systems of measures have been analyzed to distinguish juvenile offenders from adult ones. The primary reason is precisely their age and awareness. It is important to highlight the period of adolescence, during which juveniles often encounter various changes in their psychological and social functioning. Given that previous sanction methods were primarily punitive, newly emerging insights emphasize prevention and resocialization, which are expected to lead to positive behavioral patterns. Certain factors, such as lower socio-economic status, destructive relationships within their close environment, peer influence, and broader societal impact specific to the adolescent period can trigger the formation of risk factors. These factors tend to evolve into risky behaviors that ultimately lead to behavioral disorders. This work will thoroughly elaborate on the legal and social aspects of juvenile responsibility, as well as the provisions of the Family Act and the Juvenile Courts Act. At the same time, the importance of parental involvement, educational institutions, and the entire community in working with young people will be examined, along with the necessity of formal support systems such as the Social Welfare Office, service centers, healthcare institutions, and educational correctional facilities. The role of social workers in working with juveniles will also be considered.
