Children with developmental disabilities are children who have been diagnosed with one or more developmental disabilities based on an expert examination and are among the most vulnerable, which is why it is necessary to provide them with comprehensive legal protection. To date, a number of documents have been adopted at the international level that protect the rights of children with developmental disabilities, and the Republic of Croatia, by ratifying the Convention on the Rights of Persons with Disabilities, is obliged to prove that it strives to respect the highest legal values in this area. The aforementioned Convention served as the basis for the adoption of numerous national strategies in this area, which strive to improve the position of persons with disabilities and children with developmental disabilities. The goal of social welfare activities is to help socially vulnerable people or people who are in unfavorable circumstances, and one of the mentioned groups are children with developmental difficulties. For children with developmental disabilities and their families in the social welfare system, the following rights are ensured: personal disability allowance, allowance for assistance and care and the status of parent caregiver or caregiver status, and social services: first social service, psychosocial support, counseling, early development support, assistance with inclusion in education and regular education programs, residence and accommodation. In the social care system, a social worker plays an important role in providing support to children with developmental disabilities and their families. Although the Republic of Croatia strongly supports and protects the rights of children with developmental disabilities and their families, and there are a number of legal provisions guaranteeing the aforementioned rights, difficulties arise when the aforementioned provisions are inconsistently applied.
