The final paper provides a representation of the rights in the social welfare system, which implies that the rights imply the use of the cultural acquis in the society in which they live. The historical development of social welfare systems in Croatia has shown continued turmoil and changes and seeks new solutions to meet citizens' rights guaranteed by the Constitution. The current social welfare system highlights the need for reform in the field of social work. A key factor in the implementation of the rights of social welfare systems and working with users is social workers, who constantly raise new employment challenges in view of permanent changes to laws, provisions, and protocols. In addition to the concrete demonstration of rights in the social welfare system in the Republic of Croatia, the work referred to the rights of the social welfare system at European Union level. European countries are delaying the retirement age, freezing pensions and making financial cuts. The level of benefits in the social welfare system varies significantly from country to country, resulting in disparities in social welfare systems. The role and function of social workers in the realisation of the rights of beneficiaries is to meet users' existing rights with appropriate protocols and legal regulation. In view of further improving the quality of the welfare system, it is certainly important to ensure cross-sectoral cooperation, introduce social innovation, develop new forms of childcare and youth activities, and develop new activities in view of improving the quality of life of users in accommodation.
