Information communication technology greatly facilitates communication and connection with the whole world and enables the creation of a new industry. Digital businesses as well as smart cities are the foundation of new world development, both economic and community development. The driver of success is accelerated development based on innovation, continuous monitoring of trends and investment in the digital transformation of business entities. Through ICT solutions, but also regular education of public administration employees, growth and development are enabled to public administration, as well as development in accordance with the needs of citizens. Continuous modernization, upgrading of public services and improvement of procedures in the administration must be imperative if the goal is to be achieved - to become a knowledge society. The application of information and communication technology in the administration shows the possibility of developing a public administration that is oriented to the needs of citizens. The described e-government is focused on the quality of public administration, two-way, timely and quality communication with citizens and the economy, increasing activity, speed and transparency, which significantly contributes to economic development and creating a good entrepreneurial climate in the end. The Republic of Croatia has recognized the need to implement electronic public administration and created the e-Citizens system. It is a system whose primary goal is to provide in one place all the necessary information and services that the state provides to citizens, and they on the other hand are free to seek and use them. The basic goal of the e-Citizens system is to facilitate communication between citizens and the state and to enable transparency in the provision of public sector services.
