Agencies can be encountered at almost all levels of activities and serve to fulfill the long list of different tasks. Such tasks are fulfilled by legal persons of public law. Type of the agency is influenced by the nature of the service it provides. In the Republic of Croatia there is no specific law which is used to moderate the way the agency executes its way of functioning, the field of work and general inquires of the agency, but rather they are established individually by law. When we are talking about agencification, we are actually talking about the process in which the public administration is organized to work like an agency. The process of agencification is considered to be a foundation of administrative development. The process of accession of European Union preceded the agencification. Therefore, the Republic of Croatia needed the adaptation to European standards. The process is divided into three distinct phases. Agencies are represented in almost all activities and therefore, in the healthcare system. Healthcare system represents the activity of public interest, which is needed and important of everyday life. The healthcare system is being analyzed as a public service, with a special attention on two agencies. Agency for medicines and medical products (HALMED), and agency for the accreditation in healthcare and social care. It is also important to mention the Ministry of healthcare, which later on took over the responsibilities of the Agency of accreditation in healthcare and social care.
