This paper will aim to thoroughly address the issues concerning administrative procedures of border police. Administrative law includes the legal norms that regulate the organization of administrative agencies, their jurisdictions, operational methodology, supervision and numerous other areas which will be explained in greater detail. This paper will define the importance of administrative procedure, give a general overview and define jurisdictions regarding administrative procedures. Furthermore, it will interpret the principles of performing jobs in public administration. Administrative procedure will be described, different types distinguished and their application explained. The principles of public administration will be listed and explained since one of the key objectives of the administrator overseeing an administrative procedure is respecting the principles of the procedure in implementing a specific policy. We will review parties and their representation in an administrative procedure, initiating and resolving an administrative procedure with special regards to the question of initiative. Everything that surveillance of a state border entails will be analyzed in detail. The required conditions for refusing entrance to a foreign national into the Republic of Croatia will be listed. This paper will focus on the topic of illegal entrance of a foreign national into the Republic of Croatia and all relating procedures. Also, special attention will be afforded to the necessary conditions a party must fulfill in order to be issued a visa. Given the state of things presently in Europe, it is necessary to question and analyze every element of the surveillance system of a state border because surveillance and border control are especially important given the geostrategic position of the Republic of Croatia. The borders of the Republic of Croatia are also the outside borders of the European Union, and since the state borders inside the European Union are open this paper will further examine the ramifications of this situation.
