Public procurement is a procedure that precedes the conclusion of contracts that must be carried out by those appointed by the law on Public Procurement to the rightholders (those who spend public funds and are in the public sector) and the consequence of public procurement is the spending of budget funds. Public procurement is a key aspect of public investment, an important element for strengthening the single market, which promotes economic development in Europe and represents about 19% of the European Union's GDB and is part of our daily life. There are two types of public procurement participant, the contracting authority (public and sectoral) the bidder (business entity, legal entity or natural person). Pubic procurement procedures differ in terms of who carries them out and may be open, restricted, negotiated and competitive. The Unique Public Procurement Dictionary (CPV) is the reference nomenclature used in the above procedures. E-procurement is a name that encompasses a public procurement system based on the use of electronic means of communication in public procurement procedures, and includes the introduction of electronic tools in support of various stages of public procurement. Conflict of interest is a situation in which an individual performing a public function comes to the advantage of making his decision to onself, close to certain social groups and organizations, to the detriment of the public interest.
