The subject of this paper is the relationship between administration and citizens with special emphasis on the development and emergence of e-government. The relationship between citizens and administration has been developing since the very beginning of the creation of administration. The role of citizens in relation to administration has changed throughout history, everything from the role of citizens as subjects to the role of citizens as users of public services. The attitude of citizens towards the administration is of a variable character, depending on various factors and characteristics of the administration itself, but also the interests and opinions of citizens. The concept of e-government is created in order to facilitate the provision of services to citizens and businesses and thus increase the efficiency, effectiveness and transparency of the administration. E-government services are becoming more and more numerous, and the number of users of these services is slowly increasing. E-administration uses new information and communication technologies and requires the development of knowledge and skills of officials. It is very important to strengthen the position of citizens in relation to the administration through transparency and openness, so that the work of the administration itself is visible to the citizens and they can express their opinions about it. During the COVID-19 pandemic, citizens were forced to use public administration services in electronic form, adapting to the digitized form of e-government, and the number of users of electronic public administration services is growing continuously.
