In the past few years, we have witnessed an intensive development of e-government, which stimulates socio-economic changes, technological revolution, and changes in management. As digitization occurs in all areas, it was impossible to exclude the public administration from this process. The subject of this paper is the modernization of public administration through the implementation of information and communication technologies. The application of information and communication technologies greatly influences the development of public administration, as it provides users with the opportunity to access certain services via the internet, without the need to visit public institutions. This contributes to efficiency and reduced administrative costs, but, on the other hand, demands IT literacy of officials and constant monitoring of the development of new technologies used in their work. Observing the development of e-government in the Republic of Croatia, it can be concluded that the phase of two-way communication has not yet been fully achieved, as users can only request and access limitted services online. It is also concluded that the changes in the Regulation of Office Operations contribute to the digitization of public administration, as they primarily encourage communication through electronic means, and the entire case is managed through the office operations information system.
