Public administration informatization and the increasing use of information technology are prerequisites for system sustainability and the monitoring of the process of modern information and communication trends. In the Croatian public administration, ICT solutions are insufficiently used, resulting from insufficient awareness of the possibilities offered by the introduction of ICT in public administration, inadequate employee education for the use of such systems, lack of skilled employees, and obsolescence and inadequacy of ICT equipment . This problem is recognized in the Public Administration Development Strategy 2014-2020, which devotes attention to the introduction of ICT, i.e. the informatization of Croatian public administration. The project e-Citizens is the result, as a part of the e-Croatia project. The project e-Citizens today compensates for a somewhat later start of e-government development in the Republic of Croatia. It can be said that this project is a key prerequisite for public administration development, and it wants to enable public-sector communication in one place on the Internet through a portal that combines government and ministry information, public service information and secure access to e- Services by using an electronic identity through one or more eligible electronic identification credentials. The e-Citizen project is implemented on the basis of three main components that together form the public sector infrastructure: the Central State Portal System, the National Identification and Authentication System and the Personal User Box System. The e-Citizens system is getting more and more users and the number of services available, and the first award from 2015 at the Global Summit of the Open Government Partnership initiative in Mexico City on the topic of Open Government for Improving Public Services is the witness of the quality of this project.
