Public administration realizes its role in implementing rules at a national level through institutions for conducting office management. Office management is defined in the Regulation on Office Management containing all the activities of office management in public administration. The issues encountered by public administration are largely issues being solved for years, reproduced and repeated, but apart from on paper, no significant progress has been achieved. The relationship between public administration and citizens is not elaborated with the aim of mutually facilitating communication, decentralization does not contribute to a more efficient fulfillment of public administration tasks, the space for involving the private sector in the public one is still not filled, and an insufficient payment and reward system for public administration employees results in a lack of motivation which does not contribute to job satisfaction, creating dissatisfaction of users of public administration services. Office management issues arise from issues with the archives owned by the Republic of Croatia. The physical appearance itself, as well as other deficiencies, such as humidity, insufficient capacity, type of construction and internal structure, do not contribute to the progress and comfort of everyone coming into contact with them. Informatization and automation are fast-developing branches, and every delay and lack of keeping pace with such branches results in a poorer achievement of the ultimate objective. Furthermore, there is a need to create more functional classification codes, which would contribute to an easier navigation and time efficiency of employees. In addition to the aforementioned issues, even if everything functioned in the opposite manner, the corruption problem is still noticeable and it constantly determines the direction of moving backwards, as well as a negative perception of public administration present both with the citizens of the Republic of Croatia and with the Member States of the European Union, and beyond.
