Institute of Public order from its beginnings, Urlih Huber and his anxions was and remains the only dam from the application of foreign law, which is in conflict with the basic values of the legal order of a social order. Social arrangements change depending on the development of productive forces, social order, moral and other values, and that is the way law changes, so the determination of public order depends on all these factors, and thus the protection of the highest values of an individual society from the application of foreign law by the institute of public order. Changes in the highest values of an individual society inevitably require, of course, a change in law, which includes changes in the highest laws, the constitution of a particular legal order, and thus, of course, a change in public order and its protection by the institute of public order. This paper presents changes and latest solutions of Croatian legislation, as well as compares with the legislation, as well as compares with the legislation of the European Union and Common Law countries related to the institution of public order and public order itself. It is inevitable that social orders change, that economic orders change, that is, that humanity and civilization change at every moment, and thus the public order of a comparative society changes depending on space and time.
