Abstract
Predmet rada je analiza proračuna i proračunskih sredstava na primjeru jedinice lokalne samouprave u Republici Hrvatskoj kroz postupak financijskog planiranja prihoda i rashoda sukladno propisanom zakonskom okviru i samoupravnom djelokrugu jedinica lokalne samouprave. Kroz detaljnu analizu prihoda i rashoda Grada Belog Manastira u ovom završnom radu može se vidjeti postupak financijskog planiranja prihoda Grada Belog Manastira u okviru zakonskih mogućnosti prihoda jedinice lokalne samouprave, a s druge strane na koji način se planiraju rashodi za financiranja obveza iz samoupravnog djelokruga jedinice lokalne samouprave uz analiziranje političkih odluka financiranja projekata od važnosti za lokalnu zajednicu. Proračun jedinice lokalne samouprave je temeljni financijski akt kojim se kreira financiranje na njenom području kako prihoda tako i rashoda u komunalnu infrastrukturu, uređenje naselja, prostorno i urbanističko planiranje, razvijanje komunalnog gospodarstva, financiranje projekata socijalne skrbi, kulture, športa, briga o djeci i raznih projekata, a čime se direktno utječe na kvalitetu života stanovnika jedinice lokalne samouprave.
Abstract (english)
The subject of the paper is the analysis of the budget and budget funds on the example of local self-government units in the Republic of Croatia through the process of financial planning of revenues and expenditures in accordance with the prescribed legal framework and the self-governing scope of local self-government units. Through a detailed analysis of the revenues and expenditures of the City of Beli Manastir in this final work, one can see the procedure of financial revenue planning of the City of Beli Manastir within the legal revenue possibilities of the local self-government unit, and on the other hand, how are expenditures planned for financing obligations from the self-management scope of the local self-government unit with the analysis of political decisions of financing projects of importance for the local community. The budget of the local self-government unit is the basic financial act that creates financing in its area of both income and expenditures in municipal infrastructure, settlement arrangement, spatial and urban planning, development of the utility economy, financing of projects of social welfare, culture, sports, childcare and various projects, which directly affects the quality of life of the inhabitants of the local self-government unit.
