Abstract
Ovim diplomskim radom opisat će se postupak prijma u službu u jedinicama lokalne samouprave, od raspisivanja javnog natječaja, imenovanja povjerenstva, provedbu postupka testiranja, do donošenja odgovarajućih rješenja kojima se postupak po natječaju završava, te žalbeni postupak. Uz sam postupak prijma u službu radom će se obraditi i svi oni preduvjeti koji su nužni da bi se sam javni natječaj mogao raspisati i da bi se službenik po natječaju mogao rasporediti na radno mjesto. U radu će biti ukazano na nedostatke u pojedinim fazama natječajnog postupa te iznijeti prijedlozi na koji način se postupak može učiniti još boljim na način da se otklone sumnje u njegovu regularnost i stručnost, ali i nepristranost povjerenstva za provedbu natječaja.
Abstract (english)
This diploma paper will describe the process of admission to service in local self-government units, from the announcement of a public tender, the appointment of a commission, the implementation of the testing procedure, to the adoption of appropriate decisions ending the tender procedure and the appeal procedure. In addition to the recruitment process itself, the paper will also process all those prerequisites that are necessary for the public tender itself to be announced and for the official to be assigned to a position based on the tender. The paper will point out shortcomings in certain stages of the tender procedure and present suggestions on how the procedure can be made even better in order to remove doubts about its regularity and expertise, as well as the impartiality of the committee for the implementation of the tender.
