Abstract
Bez obzira o kojoj se grani prometa radi odnosno vrsti prijevoza, prijevoz mora biti dostupan svima pod jednakim uvjetima. U radu je dan osvrt na ostvarivanje prava i zaštita prava putnika u cestovnom, željezničkom, pomorskom i zračnom prometu koji se odnosi na osobe s invaliditetom i osobe smanjene pokretljivosti te kako je Republika Hrvatska implementirala Uredbe Europske unije za gore navedeno u svoje nacionalno zakonodavstvo. Također je dan osvrt i na nacionalne propise, a po kojima osobe s invaliditetom ostvaruju svoja prava, odnosno povlastice u različitim granama prometa. Iako postoje pomaci u ostvarivanju prava, još uvijek je korištenje prijevoza ograničeno što zbog pristupačnosti samog prijevoza, a i zbog loše organiziranosti istog. U radu se ukazuje na zloupotrebu znaka pristupačnosti kao i zauzimanje parkirnih mjesta koja su označena za osobe s invaliditetom. Kroz rad se naglašava da se radi o ranjivoj skupini društva koja zahtijeva posebnu brigu i pristup radi ostvarivanja svojih prava, a sve u svrhu da im se omogući kvalitetan i dostojanstven život.
Abstract (english)
Regardless of the branch of transport or the type of transport, transport must be available to everyone under equal conditions. The paper provides an overview of the exercise of rights and the protection of the rights of passengers in road, rail, sea and air transport, which refers to persons with disabilities and persons with reduced mobility, and how the Republic of Croatia has implemented the European Union Regulations for the above in its national legislation. The paper also examines national regulations through which persons with disabilities obtain their rights and privileges in various branches of transportation. Although there have been advancements in realizing these rights, the use of transportation is still limited, both due to the accessibility of the transportation itself and its poor organization. The paper highlights the misuse of accessibility symbols and the occupation of parking spaces designated for persons with disabilities. It emphasizes that this is a vulnerable group in society requiring special care and access to realize their rights, all with the aim of providing them with a quality and dignified life.
