Abstract
Upravne reforme predstavljaju važne promjene unutar aktualnog upravnog sustava određene države. Reforme predstavljaju kombinaciju više složenih čimbenika te se uglavnom provode periodično. Ne podrazumijevaju površinske zahvate, nego promjene koje sežu duboku u sustav. Dakle, to su promjene koje se planiraju unaprijed, uglavnom se donose strateški dokumenti za njihovu provodbu, te se izrađuju razne akcijske mjere i planovi kako bi se moglo konkretno krenuti s njihovom provedbom. Cilj tih reformi jest povećati institucionalne kapacitete države, kako bi se državi olakšalo rješavanje javnih problema. Pritom je važno imati u vidu parametre na kojima se uprava zasniva, jer svaka reforma ima vrijednosnu smjernicu prema kojoj se orijentira. Postoji više vrsta upravnih reformi koje su analizirane u nastavku rada. Izbor upravne reforme ovisi o problemima dotične javne uprave i konkretnim društvenim okolnostima države.
Abstract (english)
Administrative reforms represent important changes within the current administrative system of a given country. Reforms represent a combination of several complex factors, and mostly are carried out periodically. Do not imply superficial interventions, but changes that reach deep into the system. So, these are changes that are planned in advance, mostly strategic documents are adopted for their implementation, and various action measures and plans are drawn up in At the same time, it is important to keep in mind the parematers on which the administration is based, because every reform has a value guideline towards which it is oriented. There are several types of administrative reforms, which are analyzed below. The choice of administrative reform depends on the problems of the respective public administration and the specific social circumstances of the country.
