Concessions are a means of entrusting certain public affairs to private individuals and legal entities. They have become the basic institute for performing public services. The concept of concession can be observed in legal, theoretical, normative and linguistic sense. Various definitions and definitions of the concept of concession can be found in various literatures, such as encyclopedias, dictionaries, lexicons, while the law defines the concept of concession as a right acquired through a contract. The subject of the concession is usually the performance of certain public services or the use of natural resources, wealth and goods in general use. Concessions are also charged bilateral legal relations where the concessionaire pays the grantor a fee for the concession and it must correspond to the amount specified in the concession deed and the concession contract. The legislative framework governing concessions in the Republic of Croatia is primarily based on the Law on Concessions. However, given the complexity of the concession activity, concessions are also regulated by other legal regulations. It is important to emphasize that the concession represents a contractual right preceded by the act of granting the concession. If the concession grantor wants to protect the interest of the Republic of Croatia, the concession grantor (the state or local and regional self-government units) has the right to fully or partially revoke the granted concession at any time. Considering that the revocation of the concession has a negative impact on the recipient of the concession, he has the right to compensation resulting from shortening the time of the concession, in which he could realize a significant economic benefit.
