Abstract
Sukob interesa nastaje kada osobni interesi - bili oni financijski ili drugi interesi ili interesi nekoga s kim osoba ima bliski odnos - zapravo, potencijalno ili navodno utječu na objektivno izvršavanje njezinih profesionalnih dužnosti i odgovornosti. U slučajevima sukoba interesa, prosudba može biti iskrivljena i donesene odluke mogu služiti vlastitim interesima, a ne interesima zajednice. Sukob interesa obično regulira: opće zakonodavstvo o državnoj službi, kodeksi ponašanja/etički kodeks, kazneno zakonodavstvo i specijalizirano antikorupcijsko zakonodavstvo. Neke zemlje usvajaju posebne zakone o sukobu interesa koji sadrže definicije, postupke za sprječavanje, otkrivanje i upravljanje sukobom interesa, kao i postupke za istragu i izricanje disciplinskih, upravnih ili kaznenih sankcija. Opći standardi ponašanja javnih dužnosnika obično su sadržani u pravilima za javni sektor, koja su obvezna za sve državne službenike. Oni su obično dio zakonodavstva o državnoj službi i općih kodeksa ponašanja za državnu službu.
Abstract (english)
A conflict of interest arises when personal interests - whether financial or other interests or the interests of someone with whom a person has a close relationship - actually, potentially or allegedly affect the objective performance of his or her professional duties and responsibilities. In cases of conflict of interest, judgment may be distorted and decisions made may serve their own interests rather than the interests of the community. Conflicts of interest are usually regulated by: general civil service legislation, codes of conduct / code of ethics, criminal legislation and specialized anti-corruption legislation. Some countries adopt special conflicts of interest laws that contain definitions, procedures for preventing, detecting, and managing conflicts of interest, as well as procedures for investigating and imposing disciplinary, administrative, or criminal sanctions. General standards of conduct for public officials are usually contained in public sector rules, which are mandatory for all civil servants. They are usually part of civil service legislation and general codes of conduct for the civil service.
