Investing in the health of the nation and the stability of the health system are among the key preconditions sustainable economy. Given that health financing poses a major challenge due to the constant growth of expenditures and limited resources, health care faces many challenges. Looking at health in relation to other public services, a greater complexity is visible given that they are used by the majority of residents who need an individual approach. The general goals and priorities in the health system have always been related to the quality of health, and the availability of public health services to all citizens. It is for this reason that the health sector has great needs for various investments in which the private sector can help it. Public-private partnership is a new form of financing the public needs. The goal of the public and private sector cooperation is that the means and knowlwdge of the private sector make available to the public sector and to be thereby to achieve contribution of private in infrastructural and service offer to public sector. The public authority determines the goals of joint projects taking into account the public interest and the quality of services, while the private partner designs and builds projects and sees its interest through the collection of services from users of facilities through concession. Following the positions of the EU, which adopted the Green Paper on PPP, and the experiences of other European countries, the Republic of Croatia in 2006. adopted the Guideline for the application of contractual forms of PPP, which was later translated into legal provisions and was adopted in 2008 by the PPP Act, which provides a definition of the PPP model, describes the project approval procedure and defines the contract award procedure and contractual and legal questions.
