Abstract
U današnje vrijeme agencije su sastavni dio nove javne uprave. To su pravne osobe s javnim ovlastima (sui generis), koje obavljaju javne poslove upravnog i stručnog karaktera. Formiranje velikog broja agencija može se promatrati i kao oblik decentralizacije prema funkcionalnom kriteriju. Posljednjih godina, u Republici Hrvatskoj agencije se doživljavaju kao problem koji dovodi do neučinkovitosti, manjka integriteta te neodgovornosti. Agencijski model javne uprave u Republici Hrvatskoj bilježi određene probleme koji najvećim dijelom proizlaze iz nedostatka posebne zakonske regulative koja bi sistemski uredila pitanje agencija. Razlog tome je dijelom i u tranzicijskim uvjetima. Vidljiv je manjak političke volje i stručnog kadra te odgovarajućeg pravnog okvira. U Republici Hrvatskoj u više faza je provedena agencifikacija i racionalizacija sustava, no očito je da su potrebni veći reformski zahvati, kako bi agencijski sustav dao svoje maksimalne benefite.
Abstract (english)
Nowadays, agencies are an integral part of the new public administration. These are legal entities with public authorities (sui generis), which perform public affairs of an administrative and professional nature. The formation of a large number of agencies can also be seen as a form of decentralization according to functional criteria. In recent years, agencies in the Republic of Croatia have been perceived as a problem that leads to inefficiency, lack of integrity and irresponsibility. The agency model of public administration in the Republic of Croatia records certain problems, that mostly arise from the shortcomings of special legislation that would systematically regulate the issue of agencies. Partly, the reason for this is in the transition conditions. There is a visible lack of political will and professional staff, also as appropriate legal framework. In the Republic of Croatia, the systemization and rationalization of the system has been carried out in several phases, but it is obvious need for major reform measures, in order for the agency system, so they could giveit's maximum benefits.
