First of all, this paper will define the notion of local self-government, how it is organized in the Republic of Croatia, and what activities local self-government performs in its scope. One of these activities is the utility sector. This paper will explain the concept of the utility sector, its legal framework, and what principles arise from the performance of utility services. Furthermore, the subject of the work are the types of utilities and the performance of these activities in accordance with the Law. The organizational forms of communal services will be explained and supported by examples. Then, financing both service activities and financing the construction and maintenance of municipal infrastructure. This paper outlines utility contributions and utility fees, and the establishment and implementation of communal order. In the implementation of communal order, it is important to explain the role of communal orderly, and what his powers are. A new Law on Utilities has been enacted and some of the obligations it adopts will be analyzed, as well as the obligations of local self-government under the new law. The paper also includes an interview with the local mayor and his views on the advantages and disadvantages of the new law, and what the implementation of the new law looks like in the work of local government.
