Abstract
U svakoj državi koja je uređena prema demokratskim pravilima, odnosno prema državnom sustavu, važno mjesto zauzimanju državni službenici, kao dio cjelokupnog državnog aparata. Državni službenici u Republici Hrvatskoj obavljaju poslove donesene na temelju Ustava i Zakona, poslove iz djelokruga administracije, računovodstva, informatike, te poslove iz djelokruga Carinske službe. Tema ovog rada je odgovornost, rad i postupanje državnih službenika u Carinskoj službi. Kako smo spomenuli, postoji... More cijeli niz poslova koji obuhvaća ovaj važan dio državnog aparata, tema ovog rada je upravo sljedeća carinski službenici, snose posljedice za neodgovorno ponašanje u Carinskoj službi, te na temelju navedenog, snose određeni stupanj odgovornosti. U obavljanju svojih poslova carinski službenici, u svakodnevnom su neposrednom kontaktu s nadređenima, kolegama, te u neposrednom kontaktu s strankama. Ovdje je ukratko objedinjen i razvoj nastanka Carinske službe, od njenog postanka kroz povijest Dubrovačke Republike, kroz razdoblje početka 20.stoljeća, Kraljevine SHS, zatim od II. svjetskog rata, te poslijeratno razdoblje, do ulaska Republike Hrvatske u Europsku Uniju, s 01.07.2013.godine., pa sve do današnjih dana. Povijest Carinske službe prikazana je, da bi se ukazalo na važnosti nastanka same službe, povezana s temom rada pojam carinskog službenika, kroz njegovo povijesno vrijeme i danas koje neosnovano povlači za sobom odgovornost za rad, te pokretanje raznih sankcije i postupanja, kroz njegovu disciplinsku odgovornost. Abstract (english)
In every state governed by democratic rules or the state system, civil servants, as part of the entire state apparatus, occupy an important place. Civil servants in the Republic of Croatia perform tasks enacted on the basis of the Constitution and the Law, tasks within the scope of administration, accounting, IT, and, inter alia, activities within the scope of customs, which include the activities of excise duties, supervision over the work and business of registered and unregistered... More activities, misdemeanor sanctions, and a number of other customs related to area of responsibility of Customs. The theme of this paper is the accountability, work and conduct of civil servants in the Customs. There are a number of jobs that cover this important part of the national apparatus, and the customs officers, being responsible for the irresponsible behavior in the Customs, are also responsible for a certain degree of responsibility. In the performance of their duties, customs officers are in daily direct contact with superiors, colleagues, and in direct contact with clients. This final paper integrates the development of the emergence of the Customs Service, from its inception through the history of the Dubrovnik Republic, through the period of the beginning of the 20th century, Kingdom of SHS, period II. World War, and the post-war period, until the accession of the Republic of Croatia to the European Union, from 1 July 2013 to the present day. The most important part regarding the establishment of the Customs Service, in this final paper, is the period from the recognition of the Croatian State on January 15, 1991, until the new Organization of the Customs Service from July 1, 2013. The history of the Customs Service is shown to indicate the importance of the creation of the service itself, related to the theme of the work of the notion of customs officer, through historical time and today, which unduly entails responsibility for the work, and the initiation of various disciplinary responsibilities and actions of customs officers, through sanctions and treatment.
