Abstract
Agencije su neizostavni dio suvremene javne uprave. U svom djelovanju imaju određeni stupanj autonomije, kao i odgovornost za rezultat. Odgovornost agencija može biti i financijska, pravna te političko-demokratskog nadzora.Samim djelovanjem agencije moraju ostvariti određenu svrhu. Agencije su strukturno izdvojene iz sustava državne uprave. Svrha im je obavljanje javnih poslova na državnoj razini. Poslove u agencijama obavljaju javni službenici. Financiranje agencija uglavnom se obavlja iz državnog proračuna, a podložne su propisima javnog prava. Agencije imaju određeni stupanj autonomije. U pravilu imaju pravnu osobnost, vezanu uz odgovornost osnivača. Odlikuju se specijalizacijom i stručnošću te im to daje dodatni legitimitet. U Hrvatskoj su u razdoblju od 2008.godine do 2017. godine usvojene dvije strategije javne uprave. Jedna iz 2008. godine, a druga iz 2015. godine, obje sa ciljem reformi, agencija, odnosno izražavanja potrebe za racionalizacijom sustava iz razloga povećanja učinkovitosti agencija te smanjivanja njihovog broja. Osnivanje agencija u državama članicama Europskoj uniji potaknula je europeizacija. Agencije u Eurospkoj uniji djeluju kroz europske mreže agencija pri čemu osiguravaju ujednačeno uvođenje europskih politika. Agencije EU smatrane su kao sredstvo rješavanja problema institucionalne arhitekture, podjele ovlasti između članica i Unije te ograničenja odlučivanja koje postavljaju osnivački ugovori.
Abstract (english)
Agencies are an indispensable part of modern public administration. They have a certain autonomy and responsibility for the result. The agency's responsibility can be financial, legal and political-democratic control. The agency itself must achieve a certain goal. Agencies are structurally separated from the state administration system. Agencies perform state-level affairs. Public officials perform jobs in agencies. Agencies are funded from the state budget. They are subject to the rules of public law. Agencies have a certain degree of autonomy. They have legal personality which is in relation to the founder's responsibility and they are distinguished by their specialization and professionalism. In the period between 2008 and 2017, two public administration strategies were adopted. One in 2008 and the other in 2015, both with the aim of reforming the agency. There was a need for rationalization of the system to increase the agency's efficiency and reduce the number of agencies. The establishment of agencies in the EU member states has led to Europeanization. Agencies in the European Union operate through European Network Agencies. Ensure a balanced introduction of European policies. EU agencies are a tool for solving the problems of institutional architecture, the division of powers between members and the Union, and the constraints on decision-making imposed by founding treaties.
