The protection of technology users, as well as every other user of public services, should be one of the most important segments between users and service providers. The Electronic Communications Act of 2008. regulates a regulatory agency that aims to ensure and provide users with adequate legal protection. Regarding regulatory agencies, they have specific system of administrative judicial protection where unlike the usual two-tier, there is a one-tier court, more precisely, a higher instance court acts as a first-instance body, which will be explained in the paper. Thus, the resolution of certain administrative matters is beyond the jurisdiction of the courts of first instance, which was governed by the Law on Administrative Disputes of 2010. Users can now,according to that law, seek protection directly by submitting a lawsuit with the High Administrative Court of the Republic of Croatia. The basic role and organization of the Croatian Regulatory Agency for Network Activities is analyzed, as well as specially regulated system of administrative judicial protection, and an example of the decision of HAKOM is presented.Further interpretation will also be used to develop the novelties in accordance with the amendments to the laws under which HAKOM operates today. Finally, an attempt was made to ascertain the functionality and specificity of administrative protection in relation to individual acts of regulatory agencies, and whether there would be special courts in the future specialized in resolving cases concerning regulatory agencies.
