Transparency and openness of public authority are the values of modern democratic societies. Information of public character should be accessible to all citizens so that they can be involved in the decision-making process and also public authorities’ supervision. The authorities and the public sector have an obligation to inform the public about their work and their decisions regarding spending public funds through internet sites, in order to fight corruption, to have more transparent government, accountability increase, greater democracy, the rule of law and better administration efficiency. Since 2003, the Republic of Croatia has established the legal and institutional framework of the right of access to information by adopting the Law on the Right of Access to Information. The Constitution of the Republic of Croatia guaranteed the right to access information in 2010 which resulted in the significant leap and major changes in 2011. The Law on the Right of Access to Information was adopted 10 years after the first version and the Institute of Information Commissioner replaced the former Personal Data Protection Agency, i.e. the Ministry of Administration. The law was amended in 2015. The data for this Diploma paper is based on the Information Commissioner's records and information on the implementation of the Right of Access to Information Act and the annual reports of public authorities. It is a general assessment that the state of transparency and openness of the public authorities is improving, especially by publishing the information on the internet and also improvement in processing user's requests. However, the overall transparency and openness is not satisfactory. Ignoring citizens' requests for access to information, as well as poor implementation of public consultation is particularly worrying. Efforts should be directed towards sensitizing and developing public awareness, both citizens and media, in order to learn about the importance of engaging in public decision-making processes.
