Abstract
Ovaj rad posvećen je problematici prijma u državnu službu, postupcima odnosno načinima prijma, procedurama eliminacije, selekcije i izbora najboljeg kandidata te aktima koji se donose u postupku prijma u skladu sa Zakonom o državnim službenicima. Zakon osobitu pozornost posvećuje postupcima prijma u državnu službu, s razlogom kako bi se osiguralo ustavno pravo državljana Republike Hrvatske da, pod jednakim uvjetima, sudjeluju u obavljanju javnih poslova i budu primljeni u javne službe. Svojevremeno se kod prijma u službu uvodi tzv. „merit sustav“, odnosno „sustava zasluga“, prema kojem se odabir najboljeg kandidata obavlja selektivno prema kriterijima stručnog znanja, sposobnosti samostalnog rada, poznavanja stranih jezika, dodatnih vještinama i sl. te se u službu nastoji primiti kandidat s najboljim karakteristikama. Tako će se kroz ovaj rad detaljno prikazati cjelokupni postupak prijma osoba u državnu službu jer upravo zasnivanje službeničkog odnosa, stjecanje službeničkog statusa te pravna mogućnost obavljanja službe, započinje prijmom u državnu službu.
Abstract (english)
This paper is dedicated to the issues of admission to the civil service, the procedures or ways of admission, the procedures of elimination, selection and election of the best candidate, as well as the acts legislated in the process of admission in accordance with the Civil Servants Act. The Act pays particular attention to the procedures for admission to the civil service, so as to ensure the constitutional right of citizens of The Republic of Croatia to participate, under equal conditions, in performing public affairs and being admitted to the public service. At the same time, the so-called “merit system” is being introduced and the selection of the best candidate is performed selectively according to criteria of professional knowledge, ability of independent work, knowledge of foreign languages, additional skills and other, and the position is meant to be given to the candidate with the best qualifications. Thus, this paper is going to show a detailed procedure of admission to the civil service, which is the very beginning of establishing civil servant relation, acquiring civil servant status and legal capacity to perform the service.
