People who work exclusively for the state service bodies are reffered to as civil servants. Since they are crucial in all state bodies, they must be educated and have certain level of professionalism and integrity. In carrying out their own duties, they are obliged to comply by the rules, which are prescribed by Civil Servants Act. This is the basic regulation which regulates the status of civil servants in the Republic of Croatia. The mentioned law prescribes rights, obligations and responsibilities of civil servants. By taking over the service, the civil servants get the official status. The rights represents an expression of the effort of democratic legal order and provides the dignity of the personality of the civil servants in order to protect their rights and legal interests in the performance of their duties. Obligations of the civil servants can be divided on the duties that arise from performing the service and the duties associated with the private life of the servant. If it comes to the violation of duties, the servant becomes legally responsible and is imposed with prescribed penalty for breaching his official duty. The servant can be responsible for breach of official duty, for criminal acts which he committed in the performing of his official duties and also for damage caused to the third parties and to the same body to which the servant performs.
