Abstract
Središnji dio završnoga rada obuhvaća cjeline: odnos građana i uprave kroz povijest, opća načela u odnosima građana i uprave, odnosi tijela državne uprave i građana u Republici Hrvatskoj, uredsko poslovanje tijela državne uprave i e-uprava. Odnos između uprave i građana kroz povijest je prolazio kroz određena razdoblja. Građanin je u početku bio podređen upravi, zatim je nastupao na neki način kao nosilac vlasti, nakon toga građanin nastupa kao korisnik opće potrebnih službi, zatim postaje suradnik uprave, a danas govorimo o jednom posebnom odnosu i načinu komuniciranja i suradnje između uprave i građana, gdje građanin postaje e-Građanin. Dobar dio poslovanja tijela državne uprave čini uredsko poslovanje koje je najvećim dijelom uređeno Uredbom o uredskom poslovanju. Dio uredskog poslovanja dakako je postupanje s pismenima odnosno podnescima stranaka i aktima javnopravnih tijela. Tehnološkom revolucijom, određenim promjenama u menadžmentu, ali i promjenama u pristupu upravi dolazi do razvoja e-uprave.
Abstract (english)
The central part of this final paper encompasses this elements: the relationship between citizens and administration through history, general principles in citizens' and administration relations, relations between state administration bodies and citizens in the Republic of Croatia, office management of state administration bodies and e-government. The relationship between administration and citizens through history has been going through certain periods. The citizens were initially subordinate to the administration, then acted in some way as the authority holder, after which the citizen appeared as a beneficiary of the general services needed, then became a collaborator of the administration, and today we are talking about a special relationship and manner of communication and cooperation between the administration and citizens, where citizen becomes e-Citizen. A good part of the business activities of the state administration body is an office management that is largely governed by the Decree on office business. Part of the office business is, of course, dealing with letters or submissions of parties and acts of public law bodies. Technological revolutions, certain changes in management, as well as changes in approach to administration, lead to e-government development.
