| Abstract | U prvome dijelu završnog rada obrađen je povijesni nastanak i razvoj civilne zaštite, pojmovna određenja i razgraničenja civilne zaštite te međunarodni status civilne zaštite. U glavnom dijelu rada obrađene su teme razvoja civilne zaštite u Republici Hrvatskoj, točnije, civilna zaštita u Hrvatskoj od 1946., sustav rukovođenja civilnom zaštitom, samozaštita i postrojbe civilne zaštite, financiranje i osposobljenost civilne zaštite, djelovanje sustava civilne zaštite u Domovinskom obrambenom ratu te sam sustav civilne zaštite u RH pod koje spadaju sudionici civilne zaštite, operativne snage, građani te mjere i aktivnosti sustava civilne zaštite. U zadnjem dijelu rada obrađuje se ravnateljstvo civilne zaštite te područja djelovanja civilne zaštite kao što su smanjenje rizika od katastrofa, osposobljavanje građana, operativno djelovanje i vježbe, kritična infrastruktura i sustav 112 te rano upozoravanje, uzbunjivanje i državna intervencijska postrojba. |
| Abstract (english) | In the first part of the thesis, the historical origin and development of civil protection, conceptual definitions and delimitations of civil protection, and the international status of civil protection are discussed. In the further part of the work, i.e. the main part of the work, the topics of the development of civil protection in the Republic of Croatia, more precisely, civil protection in Croatia since 1946, the system of managing civil protection, self-protection and civil protection units, financing and training of civil protection, the operation of the system of civil protection, protection in the Homeland defensive war and the civil protection system itself in the Republic of Croatia, which includes civil protection participants, operational forces, citizens and the measures and activities of civil protection system. In the last part of the work, the directorate of civil protection and the areas of civil protection activities such as disaster risk reduction, training of citizens, operational activities and exercises, critical infrastructure, 112 system, early warning, alerting and the state intervention unit are discussed. |
