Abstract | Višestupanjska uprava koji je dio kolegija Organizacija i metode rada u upravi kao pojam proučava niz metodologija i upravljanja u sustavima javne uprave. Nastoji ostvariti različite inovacije i učinkovitosti u okviru pojedine države. Predstavlja javni servis građanima kroz koji prolaze njihovi interesi i zahtjevi za njima potrebnim dokumentima, ispravama, zabilješkama i drugim. Pomažu doprinijeti zajednici kroz različite reforme za unaprjeđivanjem sustava i olakšavanjem ostvarenja u kratkom vremenskom razdoblju potrebe zajednice. Višestupanjska uprava predstavlja jedan koncept koji odgovara na pitanja nastalih promjena teritorijalnog upravljanja koji može biti da zauzima cijelo područje države ili da je rascjepkano na mnogobrojni niz manjih područja. Jedan od primjera jest regionalna samouprava koja sadržava veliku količini autonomije nad svojim radom, odmah nakon središnje državne vlasti. Lokalnim teritorijalnim jedinicama se nastoji pružiti sve veća razina ovlasti, odnosno autonomije nego li ju sada posjeduje, čime bi polako dolazilo do rasta i razvoja pojedine zemlje u kojoj se nalazi. Dakako, politika je ta koja vodi glavnu riječ u svakoj državi pa tako i u Republici Hrvatskoj. Sagledavanjem prakse koja se odvije u drugim, veće razvijenim država u Europi, Hrvatska se nastoji ugledati i uvidjeti zaostatke koje smatra da ima unutar svoje države. Reorganiziranjem teritorijalnih jedinice može imati strašne posljedice za državu koje se na kraju prelome na samim građanima jer oni zapravo čine i jesu država. Javna uprava ima ogroman učinak na ekonomske rezultate kao i šire ekonomske procese. Ekonomska kriza uz loša demografska kretanja stanovništva osiromašuju javnu upravu te dodatno izražavaju njezine dobre i loše strane pojedincima, odnosno građanima. Nadati se da će se kroz reforme osnažiti višestupanjska uprava, regionalna i lokalna samouprava te službenički sustav kao i modernizacija i europeizacija hrvatske javne uprave. |
Abstract (english) | Multilevel administration, which is part of the course Organization and work methods in administration, as a term studies a number of methodologies and management in public administration systems. It strives to achieve different innovations and efficiencies within each country. It represents a public service to citizens through which their interests and requests for documents, documents, notes and others pass through. They help contribute to the community through various reforms to improve the system and by facilitating the realization in a short period of time of the needs of the community. Multi-level administration is a concept that answers the question of changes in territorial management, which may be that it occupies the entire territory of the country or that it is fragmented into numerous smaller areas. One example is the regional self-government, which contains a large amount of autonomy over its work, right after the central state government. An effort is being made to provide local territorial units with a higher level of power, i.e. autonomy than they currently have, which would slowly lead to the growth and development of the individual country in which it is located. Of course, it is politics that has the main say in every country, including in the Republic of Croatia. By looking at the practice that takes place in other, more developed countries in Europe, Croatia tries to emulate and see the lags that it considers to have within its own country. Reorganization of territorial units can have terrible consequences for the state, which ultimately affect the citizens themselves, because they actually make up and are the state. Public administration has a huge effect on economic outcomes as well as broader economic processes. The economic crisis, along with bad demographic trends of the population, impoverish public administration and additionally express its good and bad sides of individuals, that is, citizens. It is hoped that the reforms will strengthen the multi-level administration, regional and local self-government, and the official system, as well as the modernization and Europeanization of the Croatian public administration. |
