Abstract
U radu se obrađuje jedno od najvažnijih tijela državne uprave, a to je Ministarstvo vanjskih i europskih poslova i njegove važne sastavnice, a to je Diplomatski protokol. Kao jedno od ključnih instrumenta afirmaciji Republike Hrvatske u svijetu, Ministarstvo vanjskih i europskih poslova daje nemjerljiv obol u ostvarenju svih geostrateških interesa od svoje neovisnosti do danas. Ovim radom se ukazuje na stvarnu vrijednost koje svojim aktivnostima ovo ministarstvo pridonosi uspostavi vladavine prava, temeljnih ljudskih i građanskih sloboda te poticanje demokracije i demokratskih procesa koji su ključni za napredak svake države, pa tako i Republike Hrvatske. Analizirat će se rad Ministarstva vanjskih i europskih poslova sa svojim ustrojstvenim jedinicama, a kao poseban osvrt analizirat će se i Diplomatski protokol koji je jedan od ključnih segmenata u nesmetanom provođenju diplomatskih aktivnosti i to poglavito u svom pravnom dijelu koji se odnosi na imunitete i privilegije diplomatskog osoblja. Cilj je također ukazati na kompleksnost aktivnosti koje je potrebno izvršiti u protokolarnom smislu kako bi se aktivnosti provodile u skladu s međunarodnim ugovorima i najboljim diplomatskim praksama.
Abstract (english)
The paper deals with the topic of one of the most important state administration bodies, the Ministry of Foreign and European Affairs and its important components, the diplomatic protocol. As one of the key instruments for the affirmation of the Republic of Croatia in the world, the Ministry of Foreign and European Affairs gives immeasurable contribution to the realization of all geostrategic interests from its independence until today. This paper points out the real value that this ministry contributes to the establishment of the rule of law, fundamental human and civil rights and the promotion of democracy and democratic processes that are crucial for the progress of every state, including the Republic of Croatia. It will analyze the work of the Ministry of Foreign and European Affairs with its organizational units and as a special review will analyze the Department of Diplomatic Protocol, which is one of the key segments in the smooth conduct of diplomatic activities in its legal part relating to the immunities and privileges of diplomatic staff. The aim is also to point out the complexity of the activities that need to be carried out in a protocol sense in order for the activities to be performed in accordance with international agreements and best diplomatic practices.
