This final paper will be focused on the education of state officials. The material of the education of state officials will be presented primarily through the example of HZMO officials, because of own interests and the fact of professional knowledge of the system. In order to understand the importance of education, there will be mention the types of employees in the state service and public administration, as well as the legal regulations for the employment of state officials. There are different types of education of state officials. There are education programs, professional development of state officials, professional training of state officials and education. Education programs are implemented by the State School of Public Administration. Here will be described the plan and strategy for the development of the state administration. Here will be listed types and programs and training plans. Here will be emphasized the role and importance of human resources in the organization of work, development and education of state officials. It is important to understand how important the quality of human resources, their knowledge, skills and abilities are for the development and successful operation of any organization, including the civil service and public administration. Human resources management and development is one of the main goals for the realization of the HZMO's vision and represents one of the most important segments of the business system. Given the above, this final paper will conduct a survey on the training of employees of the Croatian Pension Insurance Institute from 2018, which included English language programs, managerial skills and IT skills, in order to conclude that the training affected the participants. The conclusion of this final paper is that it is necessary to focus as much as possible on IT training of state officials due to the growing tendency for e-business, and to develop communication skills of workers and through education to direct each individual employee to more efficient work and become ready to accept any change and adapt to the modern way of doing business and be fully at the service of the rights of costumers.
