Abstract
Centar za socijalnu skrb jedna je od javnih ustanova koju osniva Republika Hrvatska rješenjem Ministarstva za demografiju, obitelj, mlade i socijalnu politiku, a djelatnost Centra za socijalnu skrb određena je Zakonom o socijalnoj skrbi. Cilj je ove djelatnosti pružanje socijalnih usluga građanima koji nisu u mogućnosti zadovoljiti svoje osnovne životne potrebe. Kao temeljne smjernice pružanja socijalne skrbi Zakonom o socijalnoj skrbi regulirana su određena načela. Djelokrug djelatnosti centara za socijalnu skrb širok je i raznorodan. Njegova nadležnost širi se izvan socijalne skrbi i obiteljskoga prava te time za socijalne radnike predstavlja preveliko opterećenje zbog opsega poslova koje obavljaju. U radu je analiziran pojam socijalne skrbi, organizacija i nadležnost Centara za socijalnu skrb, navedene su i objašnjene ovlasti u upravnim postupcima. Definirani su pojmovi i načela socijalne skrbi, prava iz sustava socijalne skrbi te je definiran djelokrug Centra za socijalnu skrb na temelju zakona koji uređuju njegovu djelatnost, ovlasti i dužnosti.
Abstract (english)
Social Welfare Centre is one of the public institutions established by the Republic of Croatia by a decision of the Ministry of demography, family, youth and social policy and the activity of the Social Welfare Centre is determined by the Law on Social Welfare. The aim of this activity is to provide social services to citizens who are unable to supply their basic living needs. The Act sets out certain principles as basic guidelines for the provision of social welfare. The scope of activities of social welfare centres is incredibly large and diverse. Its jurisdiction extends beyond social welfare and family law and thus represents an excessive burden for social workers due to the scope of work they perform.The paper analyzes the concept of social welfare, the organization and jurisdiction of Social Welfare Centres, powers in administrative proceedings are listed and explained. The concepts and principles of social welfare, rights from the social welfare system have been defined, and the scope of the Social Welfare Centre has been defined on the basis of the laws governing its activities, powers and duties.
