Abstract
Državni službenici obavljaju širok spektar poslova u državnom sektoru. Dakle, oni obavljaju državne tj. javne poslove. Kao takvi, oni imaju niz prava, ali i dužnosti koje moraju poštivati tijekom svog radnog vijeka. Iako je u javnosti uvriježeno mišljenje da su otkazi u državnim službama gotovo pa nemogući, praksa je ipak nešto drugačija. Načini prestanka ugovora u državnoj službi su uglavnom sporazumom obje strane, istekom roka, po sili zakona ili na drugi način koji je propisan zakonom, a otkaz ugovora o radu može biti redovni i izvanredni. U ovom radu govori se upravo o otkazima u državnoj službi, pa se u teoretskom dijelu rada definiraju osnovni pojmovi, a u praktičnom vrši analiza redovnih i izvanrednih otkaza u državnoj službi u proteklim godinama.
Abstract (english)
Civil servants perform a wide range of jobs in the public sector. Therefore, they perform state or public affairs. As such, they have a number of rights but also duties that they must respect throught their working lives. Although it is widely accepted in the public that layoffs in government services are almost impossible, the practice is somewhat different. There are different ways to terminate a civil service contract and it can mostly be done by agreement of both parties, expiration of time, by force of law or otherwise prescribed by law, and termination of a contract of employment may be regular and extraordinary. This paper deals precisely with dismissals in the civil service, so in the theoretical part of the paper defines the basic concepts, and in practical analysis analyzes regular and extraordinary dismissals in the civil service in recent years.
