Abstract
Roditelji su dužni skrbiti o zdravlju, razvoju, njezi, odgoju i obrazovanju svoje djece. Svi ovi pojmovi svedeni su pod temeljni pojam, a to je roditeljska skrb. Međutim, nema svako dijete jednaku kvalitetu roditeljske skrbi, a neka djeca su zanemarena, bolesna, zlostavljana, nedovoljno razvijena za svoju dob, nemaju adekvatno obrazovanje ili nemaju nikoga tko bi se pobrinuo o njihovu napretku u školi. U takvim slučajevima sustav se upliće te koristi različite mehanizme za zaštitu djece. Jedna od mjera kojom se štite razvoj, zdravlje i život djeteta je tema ovog diplomskog rada, a radi se o izuzimanju djece iz bioloških obitelji te smještanje kod udomiteljskih obitelji. U radu se definiraju pojmovi roditeljske skrbi i udomiteljstva, mjere koje poduzimaju sud i centar za socijalnu skrb kako bi zaštitili djecu, prezentirane su dobre i loše strane udomiteljstva, problemi koji se pojavljuju u svakodnevnom životu djece povjerene udomiteljskim obiteljima, problem udomiteljstva djece s problemima u ponašanju te djece romske nacionalnosti. Poseban prilog ovome radu je intervju proveden u suradnji s jednom udomiteljskom obitelji. Saznanja o ovoj temi crpljena su iz hrvatske znanstvene i stručne literature, dok je intervju proveden s ciljem direktnog i osobnog uvida u probleme jedne udomiteljske obitelji. Iz svega ovoga izveden je zaključak kako je udomiteljstvo odličan institut na kojemu još treba poraditi kako bi se uskladili zakonski propisi i praksa.
Abstract (english)
According to the current legal requirements, parents are required to provide for their children, health, personal development, care, upbringing, and education as well as their child`s general wellbeing. In essence, this is known as parental care. However, not every child is fortunate to receive parental care. There are some children who experience neglect in multiple forms: illness, physical abuse and even undevelopment. They may also not receive adequate education or support at school/daycare. In such cases, the system involved uses different mechanisms for the protection of children. This masters thesis explores one of these topics: The exemption of children from biological families and placement in foster care. Knowledge regarding this subject has been sourced from books and published articles by the most competent Croatian experts within this field. Whilst the interview with the foster family was conducted in casual manner and not to gather deep insights but to further highlight the topic of child and foster care. Whilst the foster system is an excellent institution there exists disharmony between the actual practice and legal regulations. More time needs to be invested in ensuring the support of the child is considered at all times.
