Local units in Croatia differ by various criteria such as economic opportunity, the entry of urbanization, traffic connections, natural position, social and natural resources. The task of each local community is to provide enough income for self-realization of functions established by the Constitution of the Republic of Croatia and other laws and regulations. The public administration of Vinkovci has a goal to create prosperous living conditions. The organizational structure of the public administration of Vinkovci is modeled after the organization of public administration of efficient Croatian cities. Financing from EU Funds, one of the fundamental factors over which Vinkovci may become a promising city which will in the long run increase the number of inhabitants. The aim of European Union policy is to optimize the socioeconomic potential of parts of Europe that are lagging behind in progress and employment and to promote the necessary changes in the sectoral or the spatial deployment of economic activities. Most of the EU funds are directed to economic and social cohesion and the promotion of education and employment. This paper presents the results of the management of projects financed from EU funds through the local government of Vinkovci. Projects currently conducting city bring many positive changes and new opportunities for certain groups of users, stimulate economic activity, empower all participants in the project cycle, strengthens the trust, cooperation, partnership, knowledge and experience. Behind each of the projects implemented is a large team of people who, on the basis of EU funds, balance regional and local development. Efficiency, effectiveness and synergies characterize the cooperation of the public administration of Vinkovci, the Agency for Development and Investment of Vinkovci VIA Ltd. and the Vukovar-Srijem County Development Agency.
