Abstract
U ovom završnom radu obrađena je tema nadzora nad upravom od strane Vlade Republike Hrvatske, a cilj rada je ukazati na značenje djelovanja javne i državne uprave na sve dijelove života te na potrebu nadzora nad istim. Rad je podijeljen na pet dijelova. Uvodno su izneseni glavni ciljevi i svrha rada te je ukratko prikazan sadržaj rada. Potom je u drugom poglavlju definiran pojam uprave, nakon čega se u trećem dijelu rada govori o nadzoru u javnoj upravi te su opisane najznačajnije vrste nadzora. U četvrtom poglavlju rada, nakon što su ukratko nabrojani i opisani poslovi i ovlasti Vlade Republike Hrvatske, analiziran je nadzor nad upravom od strane Vlade Republike Hrvatske prema Zakonu o sustavu državne uprave, Zakonu o lokalnoj i područnoj (regionalnoj) samoupravi i Zakonu o ustanovama. Potom su u nastavku rada prikazani i ostale vrste nadzora nad upravom, čiji su nosioci predstavnička tijela u Republici Hrvatskoj, pučki pravobranitelj, tijela državne uprave, državno odvjetništvo Republike Hrvatske te sudovi. U završnom dijelu rada iznose se zaključci i mišljenja o obrađenoj tematici.
Abstract (english)
In this final paper the topic of control over administration by the Government of the Republic of Croatia is discussed and the aim of the paper is to point out the importance of the action of public and state administration on all parts of life and the need to oversee it. The paper is divided into six parts. The main goals and purpose of the paper are outlined and the content of the paper is briefly presented. The second chapter then defines the concept of administration, after which the third part of the paper discusses supervision in public administration and describes the most significant types of supervision. Chapter four of the paper, after briefly listing and describing the tasks and powers of the Government of the Republic of Croatia, describes the control over administration by the Government of the Republic of Croatia under the Law on the State Administration System, the Law on Local and Regional Self-Government and the Law on Institutions. The continuation of the paper also presents other types of control over the administration, held by representative bodies in Croatia, the Ombudsman, bodies of state administration and the State Attorney's Office of the Republic of Croatia. The final part of the paper presents conclusions and opinions on the topic covered.
