Abstract
U ovom završnom radu razmatraju se aktualna pitanja zdravstvenog sustava i reforme zdravstva u Republici Hrvatskoj. U prvom dijelu rada, razmatra se kakav je zdravstveni sustav u državi, na koje načine se financira zdravstvena zaštita i koje vrste zdravstvenog osiguranja postoje. U daljnjim dijelovima rada opisana su prava korištenja obveznog zdravstvenog osiguranja, njegovo financiranje te koji su doprinosi i obveznici doprinosa. Nakon toga je prikazan strateški plan Ministarstva zdravstva za zdravstveni sustav u razdoblju od 2019.-2020.godine u kojem je razrađena zaštita, očuvanje i unapređenje zdravlja, dostupnost zdravstvene zaštite, razvoj sustava kvalitetne zdravstvene zaštite, zaštita javnozdravstvenog interesa i bolje upravljanje financijskim resursima u zdravstvu. U zadnjem dijelu ovog rada opisana je prednost uvođenja privatnih zdravstvenih osiguranja, što je reforma do sad donijela pacijentima, potreba za reformom sustava plaćanja bolnicama te kretanje pacijenata između država članica Europske unije. Cilj ovog rada je prikazati funkcioniranje zdravstvenog sustava kroz brojne zdravstvene reforme koje utječu ili će tek utjecati na poboljšanje funkcioniranja zdravstvenog sustava.
Abstract (english)
This final paper deals with the current issues of health system and health care reform in the Republic of Croatia. The first part of the paper looks at the health care system in the country, the ways in which health care is financed and what types of health insurance are available. The following sections describe the rights to use compulsory health insurance, it's financing, and what the contributions and payers are. After that, the strategic plan of the Ministry of Health for the health system in the period 2019.-2020.was presented, which elaborated the protection, preservation and promotion of health, availability of health care, development of quality health care system, protection of public health interest and better management of financial resources in the healthcare. The last part of this paper describes the benefits of introducing private health insurance, which the reform has brought to patients so far, the need for reform of the hospital payment system and the movement of patients between EU Member States. The aim of this paper is to present the functioning of the health system through a number of health reforms that affect or will only affect the improvement of the functioning of the health system.
