Abstract
Državni proračun osnovni je instrument financiranja javnih potreba. U najvećem broju zemalja za ovaj financijski instrument upotrebljava se naziv budžet. Proračun predstavlja za vladu i organe uprave i parlamentarnu punomoć i obvezu da prihvaća ukalkulirane prihode pri njihovom dospijeću. Pravna funkcija proračuna ogleda se u činjenici što se proračun utvrđuje Zakonom o proračunu. Proračun, odnosno proračunski plan služi utvrđivanju i pokrivanju financijskih potreba koje su nužne za ispunjenje zadataka javnih tijela u razdoblju za koje se odobrava.
Abstract (english)
The state budget is the basic instrument for financing public needs. In the largest number of countries for this financial instrument, the name of the budget is used. The budget represents for the government and the administration bodies and the parliamentary power of attorney and the obligation to accept the accrued income at their maturity. The legal function of the budget is reflected in the fact that the budget is determined by the Budget Law. The budget, is the budget plan, serves to determine and cover the financial needs that are necessary for the fulfillment of public tasks in the period for which it is approved.
