The topic of this final paper is the civil service, which is in itself very extensive. In the paper first discusses the concept of civil service and what belongs in her, who are civil servants and employees, classification of jobs civil servants and employees, establishment and termination of employment in the civil service, professional training and advanced training of civil servants, obligations and responsibilities of employees. This is all regulated by the Law on Civil Servants, and the provisions of this Act is apply to all civil servants employed in state bodies such as state administration bodies, criminal bodies, the judiciary, the Office of the President of the Republic of Croatia, the State Audit Office, professional services and offices of the Government of the Republic of Croatia and others. The civil service is based on the decision on admission to the service, and the conditions for establishment are prescribed by the law, while vacancies can be filled only in accordance with the internal regulations and the adopted recruitment plan after a public competition or internal announcement, transfer, and may be a civil servant schedule and promotion.
